Change the 'Service Type' to UDP only. Once you are done, Restart your modem and Voobly and then test again with Voobly Network Diagnostics Tool.
Also Try to join a room to see if there is any improvements in FP.

only port 16000udp is needed. apply/save after any router alteration.
